In some scenarios, we might want to use a custom storage, like minio, available under a custom domain, to store our artifacts. Currently, pulling from these wouldn't work. This pull request fixes that by handling signed URLs for custom domains in the form
https://<domain>/<bucket>/<semaphore-project-id>/<path>
