Add agent to capture image from thermal cloud camera

Description

ThermalCloudCameraAgent is created based on RTSPCameraAgent.
Currently, thermal cloud camera uses MJPG streamer.
The connection URL is modified from RTSP one.
Functionalities of motion detection and video capture are removed.

Motivation and Context

Recently, new cloud monitor using thermal IR cameras is intalled at the site.
I would like to make it easy to check the image from the web.

How Has This Been Tested?

Tested in OCS at UTokyo lab.
