Some endpoints, such as bulk endpoints, have different rate limits than the standard api. I'm looking into what to do about that. Meanwhile, setting this PR to draft. |

Caller can add a rate.Limiter if they want the client to throttle calls that exceed the configured threshold. Unlimited request rate if no limiter is set.
