Fire-and-forget workspace setup (swarm, ingestion, services agent, stakwork customer, pool) when autoSetup: true is passed to POST /api/workspaces.

BAD: Duplicate logic so we dont touch production routes
GOOD: Refactor to service that both this and production uses (riskier touching prod routes in refactor)
