Open Eclipse

Open Eclipse's preferences

Go to Install/Update -> Available Software Sites

Click 'Add', and in dialog specify

Name: STAR site

Location: http://star.mit.edu/media/uploads/star/updates/

Now go to Help->Install New Software, choose STAR site and check 'STARPlugin'. Install it.
