Brings the project and its dependencies up to date to work with Stencil v4.
Description
The Stencil Router project is well out of date. It uses Stencil v2, when the latest Stencil is v4. Fortunately, it only takes a few dependency and configuration updates to get the project to compile with Stencil v4. These changes will help keep the router project relevant to the Stencil community as Stencil itself continues to develop.
