I guess this is fine. Even if I don't really like having a single long RUN.
We're also clearing up the cache per layer of build to reduce image size while maintaining RUN statements
CMS use wget for their environment staging, without wget, the logs are full of errors
The default Apptainer configuration is now sensible and RAL can run with the defaults. Also the configuration syntax has changed causing the `sed` statement to incorrectly change some config lines
