Add REDCap testing VM

This pull request adds a REDCap testing VM based on Vagrant. The commit contains:

• VagrantFile that provisions a Debian Wheezy host.
• Provisioning scripts written in bash
• Bash alias file that defines command shortcuts for the vagrant user to assist in manipulating the REDCap Database
• Documentation for installation and provisioning of the REDCap VM and its prerequisites
• Documentation for the REDCap database shortcuts
• A .gitignore file to keep Vagrant's temporary files out of the git repo
