Added new initialization status code to handle cases when agent is not suitable for operation. Also added specification documents for exception handling and implementation of 'on' functionality. Removed obsolete pull request documentation files.
Relocate all specification files from .specify/specs/ to specs/ directory to improve visibility and accessibility of project documentation and specifications.
