feat(ter): add time slider to cartodiagram

SUMMARY

This PR integrates the TimeSlider feature known from the ThematicMap plugin into the Cartodiagram plugin.

This image shows an example of the TimeSlider in the Cartodiagram with the Auto Play button, measuring visitor traffic at three measuring points at different times, displayed as a pie chart (divided into residents and visitors). Some points in the sample data have no data at certain times, in which case no feature is displayed at that position and time:

TESTING INSTRUCTIONS

• open a dashboard or chart view using the Cartodiagram plugin with a time based dataset
• click the play button to start autoplay
• click pause to stop autoplay
