Adds an install action for macOS. The start/stop actions will be in a followup, once we can test them on VMs.
The GitHub variable is runner.temp, not runner.tmp >_>

Adds an install action for macOS via bash scripts. These should just be 1:1 conversions of the Windows powershell scripts.
The start/stop actions will be in a followup, once we can test them on VMs.
