I wanted to flesh out the fleet a little bit and it made me think how a military organization would turn into what's essentially a nation of nomads,
While still keeping it as a military fleet at its core I wanted to give more space for some interesting and varied stories within it by making its structure less rigid and straightforward than you would expect from an army. More room for politics and drama, but at the end of the day the guys on top still call the shots
