Modernizes linting for typescript

Removes tslint.json and adds typescript-eslint config file

Still a few things that need fleshing out before this PR can be merged:

• Figure out how we'll have devs consume our separate config files.
• Figure out how devs will install dependencies for this config.
• This config requires eslint-plugin-import to work, which is included in the latest airbnb lint config, but not in our current standards. Figure out how to address this.
• Finalize our recommended rule set.
