Fix outstanding issues/prs in Azure/pipelines

This PR should cover the following issues in the root repo:

• Support specifying a branch and commit:
  • [Feature-Request] To Trigger a pipeline for specific branch Azure/pipelines#99
  • [Question] Is it possible to specify the Azure branch to trigger the pipeline on Azure/pipelines#80
  • Add optional parameters ref and sha Azure/pipelines#23
  • Add support of specifying branch of the pipeline + ability of waiting for the results Azure/pipelines#81 (partially)
• Support template parameters
  • [Question/Feature-Request] Pass template parameters for deployment at approval Azure/pipelines#62
  • Added template parameters Azure/pipelines#63

So turns out that the build API we are using doesn't actually respect the templateParameter. This appears to be known (see https://developercommunity.visualstudio.com/t/azure-deops-pipelines-not-using-the-parameters-sen/1102736). We could consider switching to the run API (see https://learn.microsoft.com/en-us/rest/api/azure/devops/pipelines/runs/run-pipeline?view=azure-devops-rest-7.1) but that might have bigger consequences.
