v1.0.1: Initial Release (Hotfix #1)
This release updates %chain-watcher to accommodate the new Infura RPC endpoint, which has the following quirks:
- Huge "eth_getLogs" windows: Now, queries with huge block windows will work, making the wait time for resurrecting old watch points much shorter
- 1 query per second: To avoid throttling issues,
%chain-watcherwaits randomly between 1-6 seconds (in whole increments, inclusive) between queries

Summary
This is the first release for %chain-watcher, a light fork of %eth-watcher that handles nontrivial chain monitoring use cases. This desk is initially intended as a dependency for %fund and %slab, with the hope of eventual reintegration back upstream into %base.
The important changes in %chain-watcher relative to %eth-watcher as of this version are:
%scannerreplaces the L2 batching parameter in%eth-watcherwith an optionalconfirmsparameter (the number of confirmations before accepting and propagating a block; default 15).%scannerrestores the ability of the agent to perform eager block fetches (that is, block fetches before confirmations), which was removed from%eth-watcherduring the L2 integration.
