This PR adds a fuzzer for
_safe_snprintf.Fuzzing is a way of testing applications whereby pseudo-random data is passed to a target with the goal of discovering bugs and vulnerabilities.
This PR is also a question on whether or not there is interest in finding and fixing bugs in Twemproxy. I will be happy to merge in more fuzzers, but my time does not allow me to provide fixes for the bugs, so this is something that must come from the rest of the community.
