We made this change in 2.x on purpose. Did we need to discuss this?

We did not make this change in 2.x.x. We have a default level of INFO in the base image we're building there:

docker run -it --rm --entrypoint /bin/bash vertexproject/synapse:v2.229.0
root@e8ae83796be1:/# echo $SYN_LOG_LEVEL
INFO

We actually changed the default to INFO from WARNING on purpose in #2883
