Adds a Jest and Testing Library setup to the project and introduces tests for the `drawer-dialog` and `relative-time` components in the `registry/new-york/blocks` directory. - Installs and configures Jest, `ts-jest`, and `@testing-library/react`. - Adds a `jest.setup.js` to mock `window.matchMedia` for the JSDOM environment. - Creates tests for the `drawer-dialog` component, verifying its responsive behavior. - Creates tests for the `relative-time` component, verifying its time calculations.
