This commit adds a small dependabot config file. With this in place Github will automatically open Pull Requests for updated golang dependencies (and Github actions). This should help in maintaining the project, since one gets notified about new releases (with bugfixes) and possibly breaking changes.

And now I see (too late obviously), that there is a renovate there already doing this... |
