This commit adds a small dependabot config file.
With this in place Github will automatically open Pull Requests for updated golang dependencies (and Github actions).

This should help in maintaining the project, since one gets notified about new releases (with bugfixes) and possibly breaking changes.

Checklist

  • Keep pull requests small so they can be easily reviewed.
  • Update the README. (not necessary)
  • Categorize the PR by setting a good title and adding one of the labels:
    bug, enhancement, documentation, change, breaking, dependency
    as they show up in the changelog
  • Link this PR to related issues.

And now I see (too late obviously), that there is a renovate there already doing this...
