For some reason, if you don't have commit rights to the core repository, you can't stack your PRs on top of other PRs in the core repo, so my only choice was to duplicate commits, which will (hopefully) correct itself once that "base PR" is merged. The joys of decentralized code editing. |

This PR is an attempt to address issue #236 by removing unnecessary normative text related to the verifiable data registry from the DID Resolution Algorithm.
