Need a section in order to add explicit criteria that address environmental questions

@jandrieu let me know if this is the right way to do this now as I think we need to root section in first optimally before adding additional criteria per the new guidelines in #49

This PR should be accepted, and the editors of the rubric should preserve and reflect the desires of WG members in this matter.

This section needs at least one criteria to be acceptable.

I have some private notes that I've started, some with criteria as they apply to existing DID Methods. I'll pull out an outline today so that the section has a place for others to add thir work.
