Fix false positive broken image reports in Lychee PR check

Description

Fix false positive broken images as seen in #2011

PR check did not correctly detect the PR preview URL, leading to false positive 404s for all images added by the PR, across English, Japanese, and Korean

Testing

• Tested the fix in place in Runs: Rewrite Runs section #2011, 0 broken images (Workflow run: https://github.com/wandb/docs/actions/runs/21079346934)
• Local build succeeds without errors (mint dev)
• Local link check succeeds without errors (mint broken-links)
• PR tests succeed
