This State AI Governance Legislation Tracker is a web application designed to monitor and provide easy access to information about artificial intelligence (AI) governance legislation across different states in the United States. I work as a law school professor who co-direct's the Vanderbilt AI Law Lab and I wanted to expirement with designing a tool that could help policymakers, researchers, and the public to stay informed about the evolving landscape of AI regulation at the state level. It is a small list now but I hope to be able to build on it in the future.
The primary goal of this project is to create a centralized, user-friendly platform for tracking AI governance legislation. As AI technology rapidly advances, it's becoming increasingly important to understand how different states are approaching its regulation. This tracker aims to simplify the process of finding and comparing various state-level AI governance bills, their statuses, and key provisions.
- Search Functionality: Users can search for legislation by state, bill number, or keywords in the summary.
- Status Filtering: The application allows filtering of bills by their current status (e.g., Active, Inactive, Signed into law).
- Comprehensive Bill Information: Each entry includes details such as the state, bill number, scope, key provisions, summary, and current status.
- Statistics Dashboard: The homepage displays real-time statistics about the number of bills tracked, states involved, and the distribution of bill statuses.
- Types of Provisions Page: A separate page explains the various types of provisions found in AI governance legislation, helping users understand the terminology and concepts used in the bills.

Flask Framework: I chose Flask for its simplicity and flexibility, which allowed for rapid development and easy customization.

SQLite Database: SQLite was selected for its lightweight nature and ease of setup, making it ideal for a project of this scale.

Responsive Design: The CSS was crafted to ensure the application is usable on both desktop and mobile devices.

Search Implementation: I implemented a flexible search that looks at multiple fields (state, bill number, summary) to provide comprehensive results.

Provisions Page: The decision to include a separate page for explaining provision types was made to enhance the educational aspect of the tool without cluttering the main interface.
During the development of this project, I faced several challenges:

Data Management: Collecting and organizing legislative data from multiple states was complex. I learned the importance of consistent data formatting and the value of a well-structured database.

Search Optimization: Implementing an efficient search function that could handle multiple criteria required careful consideration of SQL query optimization.

User Interface Design: Balancing functionality with user-friendliness was a constant challenge. I learned valuable lessons about UI/UX design principles.
While the current version of the tracker is functional, there are several areas for potential improvement:

Automated Updates: Implementing a system to automatically fetch and update legislation information from official sources.

Advanced Visualization: Adding charts or graphs to visually represent the distribution of bills across states or over time.

User Accounts: Allowing users to create accounts to save searches or receive notifications about specific bills.

API Development: Creating an API to allow other applications to access the legislation data.
The VAILL's State AI Governance Legislation Tracker represents a significant step towards making AI governance legislation more accessible and understandable. By providing a user-friendly interface to complex legal information, this tool aims to contribute to more informed discussions and decision-making in the rapidly evolving field of AI governance.
