This PR updates the following outdated npm dependencies to their latest secure versions:

@wordpress/dependency-extraction-webpack-plugin → 6.24.0
@wordpress/env → 10.24.0
@wordpress/scripts → 30.17.0
gulp → 5.0.0
gulp-zip → 6.1.0
jest → 29.7.0
web-vitals → 5.0.2
webpackbar → 7.0.0
