Removes the TODO file, as the items have either been completed or are no longer relevant.
Introduces a new configuration option `strictRanges` to the regex optimizer. This option prevents merging characters from different categories (digits, letters, symbols) into single ranges, improving readability. The default value is `true`, maintaining backward compatibility.
