API: allow stacks to have an image-drop-zone that does not allow links

Currently the %image% template adds a standard Image stack drop zone. This drop zone will allow users to add an image. And to set a link on that image.

When the image drop zone content is used in a custom way by the stack, the link gets ignored.

Stacks that utilize images in custom ways should be able to disable the link button to reduce confusion.
