Powinno działać, aczkolwiek mam parę uwag.
LDFLAGS to flagi linkera, tutaj żadnych nie przekazujemy, bo -Iinc to flaga kompilacji.
CC i CFLAGS zwyczajowo są tak nazywane w języku C. W przypadku C++ nazywa się je odpowiednio CXX i CXXFLAGS.
I możesz też tutaj użyć zmiennych
Jeśli masz czas to spróbuj poprawić :)
