DEVOPS-690 - use Poetry 2 and have pyproject.toml checked by pre-commit
-Updated to new [project] format
-Cleaned up metadata and dependencies
-Regenerated poetry. Lock with Poetry 2
-- regenerated Environment files

- Updated the build-system section to specify poetry-core requirements.
- Reorganized project metadata under the [project] section.
- Changed license format to a dictionary for clarity.
- Updated authors and maintainers to use structured format with name and email.
- Added dynamic dependencies and requires-python specifications.
- Moved homepage and repository URLs to the appropriate section.
- Removed obsolete tool.poetry.scripts and tool.poetry.dependencies sections.
- Change reusable workflow references to specific branches in python_analysis.yml
- Update pyproject.toml to use compatible poetry-core version
- Modify version_test.py to correctly retrieve project version and validate version format
