In a round about way, kind of in the interest of elementary/settings-desktop#299
I want to use
preferences-desktopfor the Dock & Panel section and for the plug itself, but in the system icon theme it's the switchboard icon. If we free up that icon, we can use the more semantic icon names instead ofpreferences-desktop-wallpaperfor the plug itself and we don't have to add a new icon for Dock & Panel
