🚧 Restructure Stimulus Questions form for edit 🚧

Summary

Ref #541

Creates a way to edit Stimulus Case Study. Additional work is needed to fully implement this feature.

• The drag & drop re-sequencing needs to feed into saving the QuestionAggregation records which store the sequence and relationships of the subquestions to the parent question
• The subquestion forms need to show the file option since individual child questions can have images as well.
• The subquestion forms may need a bit more visual difference, since the modals pop over the main modal are a bit difficult to differentiate.
• The back end needs to be hooked up.
