Sort Detailed report

I have added the ability to sort on the county data as an alternative to the default of sorting on the session count. The sort is valid only for state level detailed reports. A county sort on the total detailed report would not make sense.

Additionally, you can toggle the direction of the sort.

USAGE: If looking for a county sort, click on the county button. Select which category of state detailed report you want. Then click on the Display Report button. If you need the direction of sort changed, click on the Sort Direction Toggle button and then click on the Display Report button.
